Atiku speaks on Nigeria at 59, poverty, others

The 2019 Presidential candidate of the Peoples Democratic Party, PDP, Atiku Abubakar, on Monday called on Nigerians to insist that no one “no matter how highly placed” is bigger than the laws of the country.

In a statement he personally signed to mark Nigeria at 59, the former Vice President also lamented over reports of Nigeria being the headquarters of poverty in the world.

According to Atiku: “On October 1, 1960, our nation’s founding fathers could never have fathomed that 59 years after birthing the largest black nation on earth, we would be facing a situation where we do not have a free press.

“All is not well when Nigeria is now officially the world headquarters for extreme poverty and out of school children, yet the cost of maintaining those in government continues to grow, while the needs of the governed are not being met.

“And certainly, all is not well when the media cannot freely express itself without the fear that those who wield the big stick would use it on them for saying things as they are.

“So, rather than just call for prayers today, I am calling on all Nigerians to believe in Nigeria’s betterment, to work for Nigeria’s betterment, and to insist that no one in Nigeria, no matter how highly placed, shall be bigger than the laws of our land.

“It is not all gloom and doom, however. There is still hope. Much hope. I took time to listen to a recent remark made by the Emir of Kano, HRM Muhammed Sanusi II about why we need to pay more attention to the issue of girl-child education.

“It is an age-long truism that women are the teachers of a nation. I make bold to say that the greatness of our country, Nigeria has much to do with how well we educate how children, especially the girl-child.

“My commendation goes to Governor @Bellomatawalle1 of Zamfara State for leading the way by massively investing in public education.Atiku Abubakar

“I also specifically want to cite the example of Chief Allen Onyeama and his public spiritedness which saw him offer relief to Nigerian citizens who were victims of the recent xenophobic attacks in South Africa.Atiku Abubakar

“By repatriating hundreds of Nigerians back home, at his cost, Mr. Onyeama and @flyairpeace, have revived hope in the Nigeria of our founding fathers’ dream.

“I would like to quote Mr. Onyeama. When the first plane of repatriated Nigerian citizens landed at Murtala Mohammed International Airport, Lagos, Mr. Onyeama said: “When I stepped inside the aircraft to welcome them, they mobbed me and started singing the Nigerian national anthem, there was nobody there singing about separation, they felt proud to be Nigerian, they rose in unison, that drew tears from me.”

“You see, when we put Nigeria first, we not only revive the Nigerian Dream, we also revive Unity & Faith, Peace & Progress, which were the ideals our founding fathers had in mind when they came together to put forward this new & independent nation 59 years ago on October 1, 1960.

“Nigeria belongs to all of us and we all have a role to play in making our nation great. Nigeria should be the beacon of hope, democracy and freedom, to not only the African continent but to the black diaspora the world over.

“And to ensure that this becomes the case, we all have a duty to support and defend the Constitution of the Federal Republic of Nigeria against all enemies, foreign and domestic. And this we must do, so help us God.
“And it is on this note that I wish all Nigerians a happy Independence Day. May God bless all of us and may God bless Nigeria. -AA”

Sowore: NBA Condemns FG, DSS

The Nigerian Bar Association (NBA) has condemned the disobedience of the order of Justice Taiwo Taiwo of the Federal High Court, Abuja, directing the release on bail of Omoyele Sowore, by the Department of State Services (DSS).

The NBA made its position know on Sunday in a statement by Kunle Edun, its National Publicity Secretary.

It accused the DSS of approaching the court only when it is convenient for the Nigerian Government to detain citizens but has since refused to comply with the order of the same court directing the release of Omoyele Sowore.

The statement reads, “This is unacceptable in a country where there are laws and a nation where the President recently professed at the United Nations General Assembly to respect the human rights of citizens.

“The Department of State Services is displaying the notorious image of an agency that enjoys treating judicial process with disdain, particularly as it pertains to obeying orders of courts enforcing the fundamental rights of Nigerians.

“The continued detention of Col. Sambo Dasuki (retd) in spite of various court orders readily comes to mind.

“The NBA, therefore, condemns the continued detention of Omoyele Sowere by the DSS as same amounts to violation of his constitutional rights to personal liberty.

“The Nigerian Bar Association, therefore, calls for the immediate release of Sowore in line with the order of the Federal High Court made on September 24, 2019, and other Nigerians who have been languishing in DSS detention centres without charges.”

Hoodlums invade public schools in Oyo, destroy properties worth millions of naira

Some persons have attacked and destroyed property belonging to some public primary and secondary schools in Oyo State.

It was learnt that the security guards, particularly the night guards, were employed in order to secure the premisses of the schools.

But, the security guards have since been relieved of their jobs after Governor Seyi Makinde announced the abolition of all forms of payment in public primary and secondary schools in the state.

One of the schools whose property were looted is the newly constructed Oluyole Primary School, Ayegun, Ibadan.

It was gathered that the hoodlums visited OLGC Primary school in Ayegun area of Oluyole Local Government Area and vandalized property running into millions of naira.

It was recalled that before Makinde took over on May 29 this year, his predecessor, Senator Abiola Ajimobi as part of efforts to improve the infrastructure in public schools in the state, created school governing boards for each of the schools across the state.

The boards then suggested the payment of N1,000 as compulsory levy per term for students in public schools in the state.

Executive Chairman, Oyo State Universal Basic Education Board, Dr. Nureni Adeniran when contacted, confirmed the vandalization.

Adeniran vowed that the present administration would treat them as saboteurs who maliciously damage government properties.

“It is unfortunate that these deliberate destructive acts on one of our Model schools reportedly were aided by some teachers and staff members of the school, but let me assure you that this administration would tackle the menace of thuggery among our teachers in the interest of our children.

“This government frowns at such shameful act and we promise to fish out those who masterminded this. As a government, we will not allow anybody mortgage the future of our children, for their selfish interests,” he said.

FG sends warning to producers, marketers of chemical weapons

The Federal Government on Tuesday cautioned producers and marketers of chemical weapons against allowing it into the hands of non-state actors.

Mr. Gabriel Aduda, the Permanent Secretary, Political and Economic Affairs in the Office of the Secretary to the Government of the Federation, gave the warning at a sensitisation workshop in Kano State on Tuesday.

The workshop was organised by the federal government to educate major stakeholders in the North west on sound management of chemicals as part of measures to prevent its getting into wrong hands.

Aduda said the workshop was also aimed at promoting awareness and safety, by strengthening the understanding of stakeholders on proper handling of chemical and biological weapons.

He said chemical producers, marketers, transporters and users, as well as regulatory authorities involved in implementation of the Chemical Weapons Convention (CWC) participated in the workshop.

”The objective among others, is to raise awareness among relevant national stakeholders and representatives of the chemical industries in the North -West zone on the CWC and its national implementation in relation to the chemical industry.

“Ensure that chemical weapons imported into the country are used for the purposes for which they are meant and government also makes sure that these chemicals do not get into the hands of non-state actors; it will have great repercussions,” he explained.

Customers Go Crazy as Bank Begins to Charge Processing Fee on Withdrawals, Savings

The Central Bank of Nigeria, CBN, has said customers making cash deposits or withdrawals will pay charges beginning from today in line with its new policy.

The objective of the “transaction fees” is to give vent to the Central Bank’s policy designed to reduce cash in use.

CBN Payments System Management Department Director Sam Okojere on Tuesday announced the take-off of the charges in a statement.

“The transactions will attract three per cent processing fees for withdrawals and two per cent processing fees for lodgments above N500, 000 for individual accounts.

“Corporate accounts will attract five per cent processing fees for withdrawals and three per cent processing fee for lodgments above N3 million.

“The charges will, however, only apply in Lagos, Ogun, Kano, Abia, Anambra, Rivers and the Federal Capital Territory (FCT),” he said.
Okojere said the implementation of the cash-less policy nationwide would take effect from March 31, 2020.

Also to further promote the cashless economy and to enhance the collection of applicable government revenues, the CBN announced a review of the process for merchant settlement.

The regulator has, effective today, approved for banks to unbundle merchant settlement amounts and charge applicable taxes and duties on individual transactions as stipulated by regulations.

Okojere announced a downward review of the Merchant Service Charge (MSC) from 0.75 per cent capped at N1,200 to 0.50 per cent capped at N1,000.

“The cash-less policy provides safe and efficient mechanisms for making and receiving payments with minimum risks to the CBN, payment service providers and end-users.

“The cashless payment is catching on to the extent that even the lowly members of the society now do transactions online.

“Without this policy, Nigeria cannot be integrated into the world’s financial system,” the statement read.

Pushing for the full use of the online payment system, the apex bank said for Nigeria to actively play at the world stage, “our payment system must be successfully benchmarked against the global best practices, as in most developed nations of the world.”

Bill Gates Call for Primary Health Care Support in Nigeria

The co-chair of the Bill and Melinda Gates Foundation, Bill Gates, has said that he would wish that the quality and funding of the primary health care system in Nigeria achieved the level of some other countries that have lower income but have done a better job with the primary health care system.

Speaking with selected journalists around the world in a conference call ahead of the release of the 2019 Goalkeepers Report today,  Bill Gates said  one challenge that Nigeria has is that the amount of money that the government raises domestically is quite small compared to other countries.

The Goalkeeper Report is the foundation annual report card on the world’s progress toward the Sustainable Development Goals. “A lot of countries at that level will be raising closer to 15 percent of GDP and Nigeria is one of the lowest in the world down at about 6 percent. ” And so, it is a huge challenge that when you want to fund infrastructure, health, education, all those things, that over time the tax collection, the domestic resources are going to have to go up quite a bit. “That’s a long-term effort and I think partly by making sure the current resources are spent well like on primary health care, you gain the credibility that the citizens will say, okay, we want more of these things.  If we don’t raise the quality, you can get into a trap where they don’t feel like paying the taxes actually has that much impact, and so they’re not supportive of that. He said his foundation is working hard in the country, “Nigeria is a super-important country and one that the foundation has an office .  We did a lot of work in Nigeria on polio and we learned a lot doing that.  Nigeria has gone almost three years now without having a polio case. “The biggest priority we have, although making absolutely sure we’re done with polio remains a big priority, now we’re able to focus even more on the primary health care system. Bill Gates said when he was in Nigeria sometime ago that he had videoconferences with state governors. ” If we can make the six states into exemplars, then these practices can be extended to all 18 of the northern states. ” There are best practices down in the south as well that we can learn from that as well. And so, you know, building on what we were able to achieve with polio and the relationships we’ve built there and our commitment, starting with primary health care, we think that Nigeria can tackle its inequality.”

“The foundation now has some great inventors that are coming up with that lung surfactant capability in a form that is both very cheap and you don’t have to be trained to use it.  And so, that would increase childhood survival in these developing countries and help close that gap.  And so, by looking at exactly what the causes are and remedying the fact that there’s not much investment in those areas, we have been able to make progress. “That’s why the childhood deaths have been cut down.  A lot of that was reductions in diarrhea and pneumonia with new vaccines, and that’s meant that this first 30 days problem is a high percentage, and in some countries over half of the deaths are in those first 30 days.  And that’s been a challenge to the global health community to figure out, okay, what effective tools that actually is possible to deliver we can get out and that’s the path to reducing the disparity.

National Assembly warns Minister, Revenue generating Agencies Against Illegal Spending

The National Assembly has warned the Minister of Finance, Zainab Ahmed, and heads of all Federal Government revenue-generating agencies against engaging in unauthorised spending of revenues without the approval of the federal lawmakers as required by law.

The chairmen of the Finance Committees of the nation’s parliament,  Senator Solomon Adeola (Senate) and James Faleke (House of Representatives), gave the warning on Saturday after a joint meeting held in Lagos.

A  statement by the Media Adviser to the Chairman, Senate Committee on Finance, Chief Kayode Odunaro, on Sunday,  explained that Adeola and Faleke warned the minister and other heads of Federal Government’s revenue- generating agencies to desist from such practice or face the wrath of the National Assembly.

Adeola, according to the statement, said the era of unauthorised and illegal diversion of revenues generated by MDAs was over because the 9th National Assembly would ensure that  Federal Government get enough revenue to implement people-oriented policies and programmes.

He said, “It has been observed that year in year out, the Federal Government has not been able to meet its targets on independent revenue sources. Henceforth, such activities will not be tolerated.

“Findings indicated that a major culprit in this shortcoming are the inadequacies of the MDAs coupled with their penchant for diversion of revenue on frivolous excuses for expenditure that are mostly recurrent.

“The 9th National Assembly will not tolerate unauthorised expenditure by the Ministry of Finance or agencies of government not backed by law or the relevant Acts of the National Assembly guiding such expenditure.

“Every expenditure must henceforth be in compliance with the Fiscal Responsibility Act and other applicable laws of the land.

“Reports show that over the years, the Federal Government has not been able to surpass 30 per cent of its revenue targets.

“With this, it is small wonder we always have low level of budget implementation for critical capital projects.

“We need to reverse this trend and intends to introduce quarterly review of targets so that needed revenue can come to the federal purse,” he stated.

Governor Makinde further stressed the need for political appointees and top officials of the state civil service to work in harmony.

He stated that collective responsibility must be the watchword for success to be achieved and gave assurance that the civil servants would be empowered to do their job but not without accountability.

The governor said, “We are making a pact with you that the current administration will empower you. We will give you those responsibilities. We will give you the authority to carry them out but we demand from you accountability.

“I know that the pertinent question that is probably agitating your mind right now is that, will the system be fair to you? I make bold to say that, under my watch, absolutely.”

“So, my appeal to everybody is, come with me, let us create a new prosperous Oyo State together and God will help us,” he added.

Chairman of the Agency, CSP Olayinka Egbeyemi disclosed this in a statement by the agency’s Head of Public Affairs Unit, Mr Adebayo Taofiq on Sunday in Lagos.

Egbeyemi said that the raid was due to the nefarious acts within the vicinity of the African Shrine which presented a negative image to tourists and residents of Lagos.

“Operatives of the Lagos State Environmental and Special Offences Unit, over the weekend, raided all streets within Central Business District including surroundings of the ‘African Shrine’, Alausa, Ikeja.

“The enforcement operations became imperative following complaints from members of the public about the criminal activities of miscreants and environmental nuisance of illegal street traders around the Shrine,” he said.

According to the chairman, the night operation was carried out around African Shrine where sales of hard drugs like Tramadol, Codeine, Skunk, Weed, Illegal Mixed Liquor and Assorted Food take place.

“These consumable and non-consumable items are freely sold on the streets in defiance of security agencies and government authority,” he said.

Egbeyemi maintained that the enforcement operations would be a continuous exercise in line with the vision of the present administration to rid the state of street urchins and criminals.
“The Lagos State Government has vowed to sustain the security onslaught on all areas identified as criminal hideouts and hard drug outlets across the state, especially within the metropolis,” he said.

One of the arrested miscreants, Mr Tunde Babalola, who was caught with a bag of substance suspected to be Indian hemp, confirmed that he had been selling hard drugs for eight years.

Babalola said that dealing in hard drugs is a lucrative business, saying he realised an average profit between N60,000 and N100,000 weekly from customers around Obalende, Akala, Mushin, Bariga and Ikeja.

An arrested illegal trader, Mrs Abike Adeyemi, said that she pays N1,900 every week to a representative of Ikeja Local Government from the sales of ‘Skuchies’ and ‘Hot drinks’ around the ‘African Shrine’.

The former Lille goalkeeper also said that since his retirement, no one from the NFF has reached out to ask him to overturn his decision and return to the Eagles.

FG directs NCC to block 9.2m sim cards

The Federal Government has directed telecommunication operators, through the Nigeria Communication Commission (NCC) to block about 9.2 million sim cards without proper registration.

The directive followed the submission of the short-term performance by the NCC as directed by the Minister of Communications Dr Isa Ali Ibrahim Pantami.

Recall that Pantami had directed all Agencies and Parastatals under his purview to submit their baseline short-term performance targets report.

Based on the directive, the NCC submitted its report in which it stated the figures of improperly registered SIM cards in use around the country.

The Commission in its report disclosed that an estimated nine million two hundred thousand (9.2M) SIM cards did not comply with the proper procedures of SIM registration.

To ensure maximum compliance, Dr Pantami directed NCC to ensure all mobile network operators block all SIM cards that do not meet proper registration standards until users comply with proper re-registration procedures.

The security implication of this irregularity is too grave to ignore and the Federal Ministry of Communications will not tolerate any actions or inaction that will compromise the nation’s security.

3 years jail term for smuggling one bag of rice into Nigeria – Customs CG, Ali

The Nigerian Customs Service said three years jail-term awaits anybody arrested for smuggling a bag of rice into the country.

Comptroller General of the Nigerian Customs Service Col. Hamid Ali (rtd), stated this while addressing border communities of Nigeria/Niger at Maigatari local government in Jigawa State on Thursday.

He said the act of smuggling of contrabands food items in to the country is playing a key role in destroying the county’s economy and Nigeria must work hard to curtail the problems.

“Federal Government is making efforts to improve Agriculture especially rice farming but the foreign rice been imported to the country massively through illegal borders is sabotaging government policies.

“Most of these rice are being imported by you on motorcycle through illegal borders,” Hamid Ali stated.

“No compromise, anybody found culpable will be prosecuted accordingly and the minimum punishment for smuggling a single bag of rice is three years jail term,” he stated.

He urged border communities to support government efforts in fighting illicit importation of contrabands food items into the country, which is inimical to citizen’s health by feeding security agencies with any useful information.

Hamid Ali also warned security operatives to be vigilant and cordial with members of borders communities.

Stop the appeal, apologise to Nigerians, FG tells Atiku

The Minister of Information and Culture, Alhaji Lai Mohammed, has asked the PDP and its presidential candidate in the last elections, Atiku Abubakar to apologise to Nigerians for willfully distracting the President Muhammadu Buhari administration with a frivolous election petition, instead of appealing the ruling of Wednesday’s Presidential Election Petition Tribunal.

In a statement issued in St Petersburg, Russian Federation, on Thursday, the Minister said while the PDP and its candidate reserve the right to pursue their petition to the highest level, they would be better served by dropping their toga of
desperation and realising that there is a limit to tomfoolery.

”Nigerians are tired of this orchestrated distraction, and will rather wish that the opposition, having lost at the polls and in
court, will now join hands with the government to move Nigeria to the next level.

”This is more so that the judgement validating the re-election of President Muhammadu Buhari was unanimous that the petition lacked merit, that the petitioners failed to prove any of the grounds upon
which their case was anchored and that President Buhari is eminently qualified to contest the poll,” he said.

Mohammed said instead of casting aspersion on the judiciary with their poorly framed reaction to the ruling of the Tribunal, the PDP and its candidate should be thanking their stars that they were not
being prosecuted for coming to court with a fraudulently obtained evidence.

”It is intriguing that a party that trumpets the rule of law at every turn will present, in open court, evidence it claimed to have obtained by hacking into a supposed INEC server. Don’t they realize this is a criminal act for which they are liable? Instead of threatening to head to the Supreme Court, driven more by ego than commonsense, they should be sorry for allowing desperation to overwhelm their sense of reasoning. Enough is enough,” he said.

The Minister commended the Tribunal for not only doing justice to the case but for explaining, in painstaking details that lasted hours, how it arrived at its judgement.

”We also thank Nigerians, who voted massively to re-elect President Buhari, for their continued support,” he said

Sanwo-Olu gives out 2million waste bags, 250,000 bins

A former Commissioner for Finance in Lagos State, Mr Olawale Edun, says Governor Babajide Sanwo-Olu-led administration has distributed about two million waste bags and 250,000 garbage bins to residents.

Edun made this known to newsmen on the sidelines of the Constituency Stakeholders’ Meeting held at Eti-Osa Constituency ll on Wednesday in Lagos.

“About two million waste bags and 250,000 garbage bins have been distributed to the state residents free of charge by the state government to promote a healthier environment,” he said.

Edun, who presided over the meeting, urged residents of Ikoyi and Obalende areas of Lagos to give cleaner environment priority by being observant and protect their immediate environment. He decried the rate at which the highbrow areas were being defaced, saying it was becoming alarming.

Edun said the ugly development was illegal and capable of causing grave danger to the community.nHe, however, called for strict adherence to the laws regulating waste management in the state.

The News Agency of Nigeria (NAN) reports that the constituency meeting was centred on “ Environmental Challenges: Community Engagement to Facilitate Lasting Solution.” Various items were given as part of the Yishawu’s empowerment programmes. The items include a deep freezer, gas-cylinder, sewing machine, grinding machines, Bass guitar, provisions, food items, washing machines, and separation machines.

Others were: life jackets, hairdryer, make up kits, laptop, desktops, vulcanising tools, mechanic tools, blender machines for shoe cobblers, among others.

Edun commended the lawmaker representing Eti-Osa Constituency ll, Gbolahun Yishawu, for his proactive representation in the assembly. According to him, Yishawu always keeps in touch with his constituents and performed creditably well in terms of empowerment to the community.

Yishawu, in his remarks, said that the essence of the constituency meeting was to deliberate on issues affecting the general wellbeing, to rub minds on issues of concern and greater progress of the state.
He said the meeting was to educate citizens on government policies and activities, and taking the community’s complaints and suggestions back to the executive arm of government for necessary action. According to him, the leadership of the State House of Assembly has decided to address the issues of environmental challenges from various constituencies.

“However, Lagos State is the most populous state in Nigeria, with over 22 million people attracting a daily influx of over 6,000 migrants. The state certainly faces daunting rapid environmental problems which include among others, waste generation and management,” he said.

Yishawu said the stakeholders’ meeting would help in curbing the continued indiscriminate dumping of refuse on the streets, drainage channels and major highways in the state. The lawmaker assured residents in his constituency that the 9th assembly would continue to do everything possible within its capacity to bring governance closer to people to facilitate participatory governance.

“The progress of our state is a collective responsibility. We urge you to continue to support the government by performing your civic responsibility,’’ he said.
Also, Mr. Fuad Lawal, Chairman, Ikoyi-Obalende Local Government Area (LCDA), lauded Yishawu for bringing empowerment to the grassroots, urging residents to make use of waste bags.
Lawal said the refuse bags were gathered from recycled plastic collected from the bins, urging the residents to avoid disposing of refuse on the roads.

Also, Malam Garba Adam from Obalende appealed to the state government to place refuse disposal trucks at every strategic area in Obalende, and ensure prompt evacuation to save the community from an epidemic.
He decried the ugly development whereby some residents continued to patronise cart pushers and dump waste indiscriminately on the roads in spite of several warnings on the environmental and health implications of such acts.

Senate president congratulates Buhari, APC over victory

President of the Senate, Ahmad Lawan, has congratulated President Muhammadu Buhari and the All Progressives Congress (APC) on the president’s victory at the Presidential Election Petition Tribunal.

The tribunal on Wednesday dismissed the petition by the Peoples Democratic Party and its candidate, Atiku Abubakar, in its entirety.

Lawan in a statement on Wednesday by his Spokesperson, Ola Awoniyi said that the judgment had put a judicial seal on the mandate freely given to the president by Nigerians in the Feb.23 presidential election.

Lawan urged the president to accept the affirmation of his election as a reminder of the confidence of Nigerians in his capacity to continue to lead the country to greatness.

The senate president said Nigerian people had great expectations from the “Next Level Agenda” of the president and further pledged full cooperation of the National Assembly in the pursuit of the best interest of the Nigerian people.

Lawan also commended the petitioners for using the judicial window prescribed by the constitution in seeking redress for their grievances and urged them to join hands with the government and the Nigerian people in the important task of nation-building.

UK: Boris Johnson announces 2-year-work visa for international students

The UK Prime Minister, Boris Johnson, has announced the return of the two-year post-study work visa for international students.

According to BBC news, the new immigration route announced on Wednesday means that graduates in any subject will once again be able to stay in the UK for two years to find work after they graduate.

Currently, most international students reading bachelor’s and master’s degrees can stay and work for only four months.

The move reverses a decision made in 2012 by the home secretary Theresa May, who abolished the two-year post-study work visa that had made Britain an attractive place for international students, saying it was ‘too generous’.

That led to a sharp drop in students going to Britain.

The new immigration route will be available to international students who have successfully completed a course in any subject at undergraduate level or higher level at a Higher Education Provider which has a proven track record in upholding immigration checks and other rules on studying in the UK.
Also, students will need to have Tier 4 leave at the point the route is introduced. This includes students who start courses in 2020/21 at undergraduate level or above.
The new route enables eligible students to work or look for work, at any skill level, for two years after they graduate before needing to convert to another visa or having to leave the country.

According to the Prime Minister, this change would see students “unlock their potential” and begin careers in the UK.

The National Assembly Election Petitions Tribunal sitting in Abakaliki, Ebonyi State capital on Monday sacked the lawmaker representing Ikwo\Ezza South Federal Constituency, Lazarus Ogbee and declared Chinedu Ogar of the All Progressives Congress, APC, winner.

The final results of the election should be 36,238 votes for the APC as against PDP’s 33,263 votes.
