Man shot while approaching Buhari in Kebbi

An unidentified man was shot in the foot while attempting to move towards President Muhammadu Buhari yesterday in Argungu, Kebbi State. The president was in the state for the 2020 Argungu Fishing Festival.

It was believed that the man had penetrated the president’s tight security and attempted to go close to him before Buhari’s security detail prevented him and shot him in the foot.

Operatives of the Department of State Security were said to have later carried the man to an unknown location. When contacted on the telephone last night, the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, confirmed the incident, saying the man was an overzealous supporter of the president who did not know that he had crossed the line of security. Shehu said: “He is an overzealous supporter who wanted to reach the president clearly out of goodwill. He didn’t know the limit and security implication. He didn’t know that he was crossing the line of security.” But sources alleged that the man was an aggrieved Nigerian who wanted to attack the president.

For 4 hours, bandits killed, maimed in 5 Kaduna villages

They came on motorcycles, in the quiet breeze of the early morning when many had left the comfort of their beds to congregate for the Subhi (early morning) prayer. It was 5:30am and the sounds of the assailants’ gunshots created panic; there was confusion and many ran in opposite directions, not certain where the bandits were coming from. They had targeted and descended first, on Marina village in Kerawa district of Igabi Local Government Area of Kaduna State. Without mercy, they shot at men, women, children and the elderly. “Those of us who used local charm and were impervious to their bullets paid a different price,” said a member of the vigilante group who escaped the attack. “They ran over some of our men with their motorcycles. Because their bullets failed, their machetes were used to cut, slice and hack our people down and others were set ablaze,” he narrated.

After almost four hours of massacre that extended to four additional villages, our correspondents learnt that the bandits had only retreated when air and ground reinforcements from security agencies began their onslaught on them. By noon, the dozens of bandits that ambushed the five neighbouring communities of Igabi and Giwa local government areas of the state had left a trail of bloodbath, ashes of the people they burnt and empty shells of vehicles and homes they ransacked and set ablaze. Marina village recorded 13 casualties, Kerewa village recorded 23 while 15 others were from Zariyawa, Rago and Unguwan Musa. Ibrahim Aliyu, a member of the vigilante at Marina village said the bandits had hit Marina first and on noticing the smoke emanating from the village, youths from neighbouring Kerawa had rushed to render assistance but were equally ambushed by the bandits.

A bank official, who spoke on condition of anonymity, stated that the action of the institutions was to prevent loss of lives and property, adding that the security signal was for them to stop operation and not let anyone enter the banking halls again.

However, if the instruction comes again to open for operation tomorrow (Wednesday), we will open for customers, but if not, we will close until the coast is clear. It is very unfortunate that the issue of insecurity does not have a solution in our country, the official stated”

Alleged fraud: Buhari suspends coordinator of amnesty programme

The President, Major General Muhammadu Buhari (retd.), has suspended the Coordinator of the Presidential Amnesty Programme, Mr Charles Dokubo, over fraud allegations.

Buhari wielded the big stick following the recommendation of a panel chaired by the National Security Adviser, Major General Babagana Monguno (retd.).

The State House said in a statement on Friday night that the panel had looked into the “numerous allegations and petitions surrounding the Presidential Amnesty Programme” and came to the conclusion that Dokubo should be suspended.

In Dokubo’s place, a caretaker committee has been appointed by Buhari to review the programme by bringing its operations in line with the objective of the scheme.

The mandate of the Monguno panel was  to “ensure that allocated resources are properly utilised in consonance with government’s objective of alleviating problems in the Niger Delta region, and stamping out corruption in the amnesty programme.”

As for the review committee, the statement, which was signed by Buhari’s media aide, Mr Femi Adesina, said it was directed to review the programme and “oversee the running of the programme henceforth, with a view to ensuring that government objectives are achieved.”

Dokubo and the PAP had been in the news lately, with one of the allegations being that 75 ex-militants said he did not pay them their allowances totalling N492million.

The ex-militants alleged that the money covered their monthly stipend of N65,000 from January 2011 to May 2019.

Another allegation was that Dokubo “manipulated” the allocation of 75 slots  to the Benuwolo Camp in breach of operational procedures.

Recall that in December 2019, the ex-militants had sued Dokubo before the Federal High Court sitting in Yenagoa, Bayelsa State, over the same matter.

The court had summoned Dokubo to appear before it on January 21 to answer to the allegations of fraud raised by the ex-militants.

Also, as part of efforts to consolidate the free and compulsory primary and secondary school education policy, the Kano State Government has banned street begging by Almajiri children in the state.

I’m not afraid of prison – South Africa’s ex-president, Jacob Zuma

South Africa’s graft-accused former president Jacob Zuma returned home on Saturday after a month-long trip to Cuba for medical treatment and declared he was not afraid of prison.

Zuma, 77, was slapped with an arrest warrant earlier this month after his lawyers claimed he was too ill to travel back to South Africa for a pre-trial hearing on corruption charges.

A high court issued the warrant after it questioned the authenticity of his sick note, but said it would not be executed until the case is set to resume on May 6.

A crowd of people gathered at Johannesburg’s OR Tambo international airport to welcome Zuma, the former ANC leader who ruled South Africa from 2009 to 2018.

Zuma is alleged to have taken bribes of  four million rand (about $267,000) related to a $3.4 billion arms deal in 1999 when he was deputy president.

In all, he faces 16 charges of fraud, graft and racketeering related to the purchase of fighter jets, patrol boats and military equipment.

The arrest warrant was just the latest twist in a case that has seen many legal turns over the past decade and a half.

FAYOSE DISCREDIT NEWS OF DUMPING PDP

Former Ekiti State Governor, Ayodele Fayose says he is not contemplating dumping the Peoples Democratic Party (PDP), for another party.
Mr Lere Olayinka, his Media Aide, said this in a statement in Ado Ekiti, on Friday.

Olayinka, explained that the claim in some quartres that Fayose had concluded arrangements to embrace the All Progressives Congress (APC), was false.

“Someone of the status and pedigree of Fayose can never join APC,” he said.

He said, a statement purportedly made by the state chapter of APC to the effect that the ex-governor was not qualified to join the party, was therefore unthinkable and mischievous.

“It is funny that APC lied about him coming to join the party and also went further to react to its own lies,” he said.

He admonished the party to focus its attention on how to lift the state to economic greatness and stop further job losses.

Okada/Keke ban: Taskforce nabs 2 fake uniformed operatives

The operatives of the Lagos State Environmental and Special Offences (Enforcement) Unit (Taskforce) has nabbed two suspects for impersonating Security Officers at Oshodi, Lagos.

Speaking on the incident, the Chairman of the Agency, CSP Olayinka Egbeyemi disclosed that while one of the suspects (Monday Job) impersonated a Police Officer using his commercial motorcycle to scout for passengers on restricted routes, the second (Rasak Oloyede) presented himself as an Army Officer using his commercial bus for fraudulent acts along Lagos-Abeokuta expressway.

Egbeyemi stated that after their arrest, the two suspects confessed to the crime, saying that they indulged in the act in order not to be accosted by genuine security officers on monitoring duties.

According to him, “Our intelligent reports revealed that some dubious-minded motorcyclists are now using fake Nigerian Army/Police uniform to scout for passengers on restricted routes as well as indulging in various forms of fraudulent acts across the State”.

He reiterated the directive of the state government which stipulates that all security personnel on an official assignment with motorcycles must be fully kitted in uniform, with their identity card conspicuously displayed.

The Chairman also reiterated that motorcycle operators must desist from plying all 475 restricted routes, adding that they must also wear their crash helmets and must possess riders’ permit for proper identification of the park they belong while plying other routes.

While urging members of the public to be vigilant and desist from patronising motorcyclists and commercial bus drivers wearing a fake security uniform, the Chairman disclosed that the Lagos State Commissioner of Police, CP Hakeem Odumosu has directed that both suspects be charged to court for prosecution.

In his statement, one of the suspects (Monday Job) who hails from Akwa-Ibom State, confessed that he bought the uniform from a Police Officer who was deployed from Lagos to the northern part of the country for N7000, adding that he has since been using the uniform to carry out an illegal arrest and extortion of money from both motorists and motorcyclists plying restricted routes along Lagos-Abeokuta expressway.

“I was hawking before I joined Okada business over a year ago and I have been wearing this Police uniform to arrest and defraud Okada riders and making at least N30,000 to N35,000 daily”, he added.

The second suspect (Rasak Oloyede), who impersonated a Sergeant in the Nigerian Army, said he has been using the uniform he got from a dismissed Army officer to escape checkpoints on roads by Traffic Officers.

He also claimed to be using the uniform to extort money from motorists and making a daily average collection of N25,000 to N40,000 whenever his Volkswagen commercial bus, with the registration number BDG149 XK, had mechanical faults.

NCC, NIPOST to verify mobile line owners’ addresses

The Nigerian Communications Commission and the Nigerian Postal Service are to collaborate in verifying the addresses of SIM card owners in the country.

The two agencies also agreed to work out a Memorandum of Understanding on ways to facilitate financial inclusion in the country.

The managements of the two establishments met at the NCC headquarters in Abuja on Wednesday, where it was also agreed that the commission and the postal service would collaborate on driving the Federal Government’s digital economy agenda.

The NCC and NIPOST will also partner on Internet access for people in rural areas and provision of e-governance services in all the local government councils in the country.

A committee was set up to work out details of the MoU.

Speaking at the meeting, Postmaster General and Chief Executive Officer of NIPOST, Mr Adebayo Adelusi, said the postal service was going through a difficult phase at the moment.

Adelusi said NIPOST needed to partner with NCC to leverage available opportunities.

He disclosed that issues surrounding the collection of stamp duty, which had become a bone of contention between NIPOST and the Federal Inland Revenue Service, had not been resolved.

Adelusi observed that his predecessor fought very hard to ensure that NIPOST retained the right to collect the revenue for the Federal Government.

The Postmaster General noted that NIPOST had what it takes to provide banking services for Nigerians.

He said, “We want to tap and leverage on our properties across the country to provide services for the people in the rural areas.”

Executive Vice Chairman of the NCC, Prof. Umar Danbatta, said NIPOST was strategically positioned to work with the commission to deepen access to internet services in the rural areas.

Visa ban: US gives Nigeria conditions for review of policy

The United States (US) government has given Nigerian government conditions under which the recent visa policy, affecting six countries, Nigeria inclusive, could be reviewed.

Mrs Mary-Beth Leonard, the U.S Ambassador to Nigeria, gave the conditions during a familiarisation visit to the Minister of Labour and Employment, Dr Chris Ngige, on Tuesday in Abuja.

Leonard said that the policy will be reviewed once Nigeria improves her data intelligence, such that it would be easy to investigate any immigrant wishing to visit her country and meet information sharing systems, the ban might likely be reviewed.

It would be recalled that the U.S recently announced that it is expanding its curbs on immigration to include six more countries, including Nigeria, Africa’s most populous nation.

This development means that citizens from Nigeria, Eritrea, Sudan, Tanzania, Kyrgyzstan and Myanmar will now be blocked from obtaining certain types of visas.

“I think I need to clarify something for you here, the immigrant visa ban does not affect people who are currently resident in the United States. It does not cancel the status of anyone currently in the United States.

“What Mike Pompeo, U.S Secretary of States, said was something that was meant to be temporary. And it is about problems with information sharing which are investigable, achievable and resolvable.

“We look forward to Nigeria in a very short while being able to meet those information sharing goal so that the decision can be reviewed.

“Also, students visas are not affected by the current visa ban,” according to her.

On diversification policy, Leonard said there was need for skill set of Nigerians to be effectively harnessed and internationalised, such that they would not be seen as illegal immigrants when they go abroad to work.

She added “I think for Nigeria, you have interesting story about diversification of your economy and prosperity of your economy and its people. You know Nigerians are so well known at home and abroad for their industriousness.”

She however called on the Nigerian government to capture the entrepreneurial spirit in the informal sector by bringing on board into the formal sector service to enhance employment in the country.

The minister however said that the immigrant visa ban by the U.S was impunity.

Ngige noted that Nigeria has over 70 per cent of Nigerian professionals who migrated to the U.S for the betterment of their skills.

“This includes the medical doctors, engineers, ICT, among others, who are resident in the U.S and when the U.S government gave the ban it came to us as a rude shock that their legal status would be cancelled.

“I will want to say that Nigerian professionals over there are highly qualified to have their visa status residence over there,” he said.

Ngige however called on the U.S government to assist Nigeria to build schools in the areas where child labour is an endemic in the country.

“We have done a total of 14,000 labour inspection out of which we detected about 3,900 child labour defaulters and we have empowered them economically and encouraged them to go to school or learn skills,” he added.
